?From Disaster to Sustainable Development? Emergency Preparedness and Management (EPM) A networking project on disaster research and education between University of Agder (UIA), Norway, Universitas Gadjah Mada (UGM), Indonesia, University of Ruhuna (UR), Sri Lanka and University of Stavanger Based on the forecasting of the UN?s International Panel of Climatic Change (IPCC) regarding the probability of a future increment of natural disasters, and the endeavours of the UN?s International Strategy for Disaster Reduction (ISDR) to reduce the impact of natural disasters, the EPM partners have initiated a network in Emergency Preparedness and Management (EPM) for research and higher education. Admitting that disasters quite regularly have the most negative effects on the poor and socially disadvantages groups in developing countries, EPM?s ?philosophy? is that disaster risk reduction must be seen in close relation with poverty alleviation and sustainable development. The EPM builds on the ideas and perceptions of the international community on what is recognised to be of ultimate importance with regards to the reduction and management of natural disasters.
