Sammendrag

Prosjektnr. 104 Norge har samarbeidsavtale med EU om medlemskap i European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). SIRUS innehar den norske Focal Point funksjonen. Avtalen innbærer en rekke faste årlige rapporteringsoppgaver samt varierende mer ad hoc pregede oppgaver. Arbeidsområdene omfatter både forskning, dokumentasjon og administrasjon.

Populærvitenskapelig sammendrag

Norge har fra 1.1.2001 deltatt i arbeidet ved Det europeiske overvåkingssenter for narkotika og narkotikamisbruk (EMCDDA). Senteret er en EU-institusjon, og har som oppgave å samle og analysere informasjon og kunnskap om narkotika og narkotikapolitiske spørsmål. Folkehelseinstituttet (FHI) er gitt i oppdrag av Helse- og omsorgsdepartementet (HOD) å være nasjonalt kontaktpunkt. Dette innebærer deltakelse i informasjonsnettverket (REITOX) som knytter sammen de nasjonale kontaktpunktene i medlemsstatene og muliggjør elektronisk utveksling av data mellom disse. Oppgaven som nasjonalt kontaktpunkt forutsetter innsamling, bearbeiding og rapportering av et bredt spekter av informasjon om narkotikasituasjonen i Norge. Det norske kontaktpunktet for EMCDDA ledes av Thomas Anton Sandøy og Ola Røed Bilgrei.

Vitenskapelig sammendrag

Norge har fra 1.1.2001 deltatt i arbeidet ved Det europeiske overvåkingssenter for narkotika og narkotikamisbruk (EMCDDA). Senteret er en EU-institusjon, og har som oppgave å samle og analysere informasjon og kunnskap om narkotika og narkotikapolitiske spørsmål. FHI er gitt i oppdrag av HOD å være nasjonalt kontaktpunkt (National Focal Point) og er dermed deltaker i informasjonsnettverket (REITOX) som knytter sammen de nasjonale kontaktpunktene i medlemsstatene, og muliggjør elektronisk utveksling av data mellom disse. Oppgaven som nasjonalt kontaktpunkt forutsetter omfattende rapportering om ulike aspekter ved narkotikasituasjonen og -politikken.

Hovedrapporten består av 10 atskilte temaer, såkalte workbooks, og ikke lenger en samlet nasjonal rapport.

Arbeidet innebærer videre harmonisering av de fem faste nøkkelindikatorene og kontinuerlig forbedring av kvaliteten på dataene. En sjette indikator, innen drug supply, er nå innført. Denne gjelder områdene drug markets, drug-related crime and drug supply reduction.

Sammendrag

A) Norway is party to an agreement with the EU on membership of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). SIRUS is the Norwegian Focal Point. The agreement requires us to compile and file numerous annual reports and perform a variety of other duties of a more ad hoc nature. Focal areas include research, documentation and administration. The contractual duties are as follows. 1.Annual national report on the drugs situation in Norway, using standard table formats and questionnaires on epidemiological data and data/information on measures of a preventive and therapeutic nature. (Compilation: Odd Hordvin) 2.An Early Warning System (EWS) whereby new narcotic substances discovered in Norway are reported without delay. Identification of fresh tendencies and abuse patterns. (Compilation: Marit Edland-Gryt) 3.Submit data for the European-wide Information System on Demand Reduction Activities at EDDRA (Exchange on Drug Demand Reduction Action) on preventive and therapeutic projects and programmes. The objective is to identify and report successful measures which are either evaluated or due to be evaluated. (Compilation: Odd Hordvin) 4.Submit data on five key epidemiological indicators in line with EMCDDA's recommended guidelines. The key indicators are o Demand for drug treatment (statistics from drug treatment centres on clients starting treatment) (Compilation: Grethe Lauritzen) o drug-related deaths and mortality of drug users (general population mortality special registers statistics, and mortality cohort studies among drug users) o prevalence and patterns of problem drug use (statistical prevalence/incidence estimates and surveys among drug users) (Compilation: Ellen Amundsen) o prevalence and patterns of drug use among the general population (population surveys) (Compilation: Sturla Nordlund) o drug-related infectious diseases (prevalence and incidence rates of HIV, hepatitis B and C in injecting drug users) (Compilation: Ellen Amundsen)

Populærvitenskapelig sammendrag

Norway has participated in the work of the European Monitoring Center for Drugs and Drug Addiction (EMCDDA) since 1.1.2001. The center is an EU institution and has the task of collecting and analyzing information and knowledge about drugs and drug policy issues. The Norwegian Institute of Public Health (FHI) is commissioned by the Ministry of Health and Care Services (HOD) to be the national focal point. This entails participation in the information network (REITOX) that links the national focal points in the Member States and enables electronic exchange of data across Europe. The task as a national focal point requires the collection, processing and reporting of a wide range of information about the drug situation in Norway. The Norwegian focal point for the EMCDDA is headed by Thomas Anton Sandøy and Ola Røed Bilgrei.
