Sammendrag

Prosjektnr. 141. Regionprosjektet er et ledd i Regjeringens handlingsplan mot rusmiddelproblemer 2003-2005. Vi vil med andre ord evaluere (1) både hvordan, og i hvilken grad, kommunene/regionene setter i verk og vedlikeholder forebyggende tiltak på rusfeltet utover de allerede eksisterende tiltakene og (2) effekten av den samlede ekstra forebyggende innsatsen i forhold til rusmiddelbruk og rusmiddelrelaterte skader.

Community Prevention Project (Regionprosjektet) – An evaluation

Sammendrag

Community Prevention Project is a component of the Government’s Action Plan to Combat Drug and Alcohol-related Problems 2003-2005. It is designed to reduce drug and alcohol abuse and harm by reinforcing preventive action at the community level. The following nine municipalities were selected to take part in the Community Prevention Project: Haugesund, Larvik, Narvik, Nesodden, Os (Hordaland county), Sande, Hareid, Ulstein and Herøy. The last four comprise an entity of their own for the purposes of the project. An overall sum of NOK 24 million is being allocated to these communities over a three-year period to promote anti drink and drug work. Investments are targeted particularly at children and adolescents. The project will attempt to establish the effectiveness of this extra funding in terms of reducing drink and drug use and related harm in the six communities/regions; inquire into how the extra funding is translated into priorities; how measures/programmes are enacted and “sustained” for the duration. In other words, we shall be evaluating 1)steps taken by local councils/regions to initiate and maintain anti drink and drug measures over and above pre-existing programmes/interventions, and 2) performance of this extra investment on preventive action targeting drink, drugs and related harm.
