The role of Social Sciences and Humanities in the Common Strategic Framework for future EU Research and Innovation Funding

Sammendrag

Humanities and social sciences is key to meet grand challenges Social sciences and humanities (SSH) is a key part of the research and innovation spectrum and must be represented as both a separate and an integrated part of any new research and innovation framework The world is facing challenges as never before. They include energy and raw materials supply, preservation of the environment, competitiveness and employment, health and security of our people.1 Societal challenges should be a priority for agenda driven activities in the Common Strategic Framework for future EU Research and Innovation Funding (CSF). There is broad consensus that the fast paced changes facing Europe and ils main international cooperation partners are rooted in social changes: culture (values, identity, family structure, media etc), demography (ageing population, migration, employment), economic and political interventions and coordination to promote green growth, education, cohesion, democracy, rule of law and to combat poverty and insecurity among other things. Social sciences and humanities therefore needs to be involved centrally in the development and execution of all parts of CSF to provide a holistic perspective covering the historical background, current dynamics and knowledge gaps to outline future scenarios calling for European actions. This fact ultimately leads to two conclusions: 1. A SSH-oriented programme is key to understanding societal needs and dynamics The SSH disciplines cover an immense wide range of research areas of vital importance for Europe that needs to be addressed in a single programme. For instance, the move towards urbanisation is progressing. Today, more than halt of the world's population is living in cilies and in 2030 live out of the worlds eight billion people will do so.2 This trend is connected to a range of important objectives - security, employment, growth, poverty reduction, promoting cohesion, gender equality and lifelong learning among others. The need for SSH research has never been greater for Europe internally and externally. Therefore the budget of the SSH programme must be considerably increased. 2. lncrease the SSH-component in all agenda driven actions to promote smart, inclusive and sustainable growth SSH has a unique position to define the strategic questions that should form the basis for EU policies and strategies. A strong SSH component should be emphasized in all agenda driven actions of CSF to ensure that research and innovation lake account of society dynamics, trends and needs. SSH disciplines should not be reduced to a cosmetic finish in !hese types of projects, but must be further emphasized as a key component to guide the efforts towards meeting societal needs. Encouraging researchers in the SSH domains to pose strategic questions of European relevance is a way to increase the impact of EU research and innovation funding.
