Norway was the first country in the world to adopt a gender quota for corporate boards in 2003, setting off a “shock wave” across the globe. While Norway quickly became a model for corporate equality in the world, the policy was highly contested in Norway at the time of its introduction. The chapter argues that although this strong state-regulation approach was predicted to produce a transformative change in corporate practices, it actually delivered limited change in the deep-seated gender norms of the business world with a moderate ripple effect in the first ten years of the implementation of the law. The recent period has shown signs of tangible progress and potential gender transformation.
