Sammendrag

This chapter explores the relation between politicians and bureaucrats and introduces the fundamental tensions that result from the delegation of policymaking and implementation functions from politicians to bureaucrats. After introducing this basic tension between permanent career bureaucrats and temporary executive politicians, we introduce the fundamental normative model of the separation between politics and administration as starting point for understanding the distinct roles of politicians and bureaucrats and their relationship. The notion of separating politics and administration includes two key dimensions: the separation of political and administrative careers and the distinct contributions of politicians and bureaucrats in the policy-making process. The article concludes with a discussion of the implications of changing relations and different types of challenges to politician-bureaucrat relations.
