Lost in transition - Kindergarten changes in Norway - Implications for inclusion/exclusion for children with disabilities

Sammendrag

The paper explores recent discourses of transition (preparations for schooling and early intervention ) and inclusion as two parallel and as to some extent competing discourses in early childhood education in recent reforms in the Norwegian context. We are particularly interested in discussing how this effects the work with children with disabilities/special needs. On the basis of empirical material (documents analysis, survey, interviews of Head teachers) from an ongoing study , the study indicates that the holistic and collective tradition of kindergarten is under pressure by increased emphasis on individual development and claims of more time dedicated to learning particular skills that are seen to be essential for success in school. This also has the effect of turning the gaze from a holistic development of the individual to a focus on particular skills that can easily be measured and followed up. Accordingly, the Norwegian kindergarten system has toned down its dependence on the social-pedagogical tradition and moved into the preparatory tradition.
