Sammendrag

An Expert Team consisting of Professor Bjørn Nilsen, Professor Ånund Killingtveit at the Norwegian University of Science and Technology and Adjunct Professor/Chief Scientist Eivind Grøv at the Norwegian University of Science and Technology/SINTEF was invited by the Norwegian Embassy in Jakarta to visit two universities as well as two ministries in Indonesia to investigate the possibility of an enhanced cooperation between Indonesia and Norway on university level. Three universities in Indonesia were to be evaluated for cooperation; Institut Teknologi Bandung (ITB), the Sepuluh Nopember Institut of Teknologi Surabaya (ITS) and Universitas Gadja Mada (UGM), Yogyakarta, the latter was not visited during the trip. In addition the Expert Team had discussions with the Norwegian Embassy, the Ministry of Energy and Minerals as well as the Ministry of Public Works in Indonesia. The Project has been established with the overall goal as follows: "To establish a University Cooperation in the particular fields of Clean Energy and Underground Technology". Clean Energy and especially Hydroelectric Power Development together with Underground Technology are fields where Norway has been a technological driver, also in a global perspective. Within these fields there is a vast experience and competence being built up through several decades of development in Norway. This is competence that can be transferred to Indonesia through cooperation at university level under the guidance of the Norwegian Ministry of Foreign Affairs through the Norwegian Embassy in Jakarta. The Expert Team has prepared a report on the findings during the visit and made a list of recommendations in a Program of Activities to be undertaken during a 5 years period. The main aspect of this Program of Activities are as follows; MSc and PhD Student exchange, Staff exchange, Scientific seminars/workshops (short courses), Curriculum development (MSc courses, MSc programs, PhD programs), Research cooperation on specific projects, Consulting/Project work cooperation and Publications. A Grant letter has been established between the Norwegian Ministry of Foreign Affairs represented by Royal Norwegian Embassy in Jakarta and ITB, whilst a Terms of Reference exists between ITB and NTNU. These contracts and agreements will form the basis for the cooperation in addition to cooperation agreements between the universities. The main aim of these tasks is to build up competence in Indonesia through education and coursing of personnel. The Expert Team believes that during a period of 5 years, following the program of activities that has been outlined in this report, a solid base may be established at identified Universities in Indonesia. On this basis it will be possible to form an education program to enhance the competence within the fields of Clean Energy and Underground Technology and meet the needs in Indonesia within these particular fields.
