Approximately the same number of women and men graduate from music performance studies in Norway. Still, men dominate the top positions. Gender equality research shows that leadership accountability is important to ensure a better gender balance. In academia, few studies have investigated leaders’ opinions on gender equality strategies. Drawing on a qualitative interview study with leaders in higher music education, this article examines the leaders’ opinions about gender equality strategies. The article analyses the interview data, applying knowledge on gender equality challenges in higher education, and a gender frame model. The study shows inconsistencies in the leaders’ opinions about the causes of the equality, their arguments for gender balance, and the type of gender equality strategies used by the institutions. The inconsistencies represent a potential explanation for the slow changes in gender balance. In this article, we present a theoretical and empirical framework for further discussion of sustainable gender balance strategies in higher art education.
