Panel intervention on "Environmental sustainability: mitigatinng social impacts of climate action"

Sammendrag

Climate mitigation action has an impact on the economy and on employment, income and skills, and the transition to a low-carbon society is not Inclusive by default. Climate-related investments bring long-term, universal benefits, while having short-term, mainly concentrated cost. What are the policies that would have a beneficial impact on both the environment and people and help gain public support? How can related COSTs be shared fairly? How can the risks be mitigated? Howe effectively have social dialogue and civil society actors helped to promote new, sustainable forms of production and consumption? The intervention emphasised how the welfare state through the provision of training and retraining, support for territorial mobility and housing re-esstablishment, other relevant services and income transfers can reduce the risks related to the transition to carbon-neutrality. The intervention stressed the need to take the concerns and fears of those most directly affected by economic restructuering seriously. Both relevant information about available welfare provisions to mitigate social risks in the transition and broad inclusive deliberation about the urgency and necessity of reducing drastically Green House Gas emissions to avoid further global warming are required to ensure political sustainability and avoid political backlash that will hinder the transition or lead to a return to high-emission forms of production, transport and consumption. Both the workers most affected by the transition and other inhabitants of the territorial communities in question have to be invited to take part in meetings at local level where they can express their concerns and talk with relevant expertise about the context of and need for the transition. National, regionaland local authorities need also to provide accessible and targeted information about the urgency of making the transition, what the transition will involve in practical terms,and what the serious and dramatic effects of not taking action now are likely to be.
