Climate mitigation –new approaches in urban mobility

Sammendrag

A change from incremental to a more fundamental transformation is needed in climate transition in transport. This paper aims to clarify the knowledge gab in just climate transition of urban mobility, seen from a practitioner’s point of view. I will start to explain where we are coming from in Oslo. Oslo’s climate policies are ambitious. In 2030 Oslo want to be a city with almost no emissions of greenhouse gases. To succeed with transition Oslo has developed a climate budget, and direct climate gas emissions are reduced by 30 percent from 2009 to 2021. A successful prioritizing of public transport and ambitious work on electrification of vehicles have been an important part of these policies. At the same time, these policies are disputed, and maybe particularly disputed when it comes to urban mobilities. Mobilities effects everyone, which makes policies concrete everyone’s in daily lives. Whereas the need for a just transition has been on the political agenda in recent years, and emphasised by IPCC (IPPC 2022:D3) . There is not enough research focusing on the social and cultural changes required to shift to emission-free mobility (Sheller 2018: 84). Different aspects of mobility and associated policies may be described quantitatively, but these explanations do not provide insights into people’s experiences and different transport policies (Røe 2000). The paper aims to clarify the knowledge gab in what we know and what we need to know in the just transition of urban mobility, and my PhD thesis aims to address this shortfall.
