Sammendrag

The study focuses on the Framework Plan for the Content and Tasks of Kindergartens as a key governing document, transmitting directives from the government to kindergartens in Norway. It analyses the framework plan´s way of communicating content and tasks, which follow from the fact that the Sámi are the indigenous people of Norway. Based on insights from communication theory and exegetical methods the study directs attention to the fact that important content always should be formulated as detailed and explicit as possible to limit the influence the readers´ context/situation might have on the text´s message. Content and tasks anchored in obligations under the ILO Convention 169 must be considered important. Consequently, they should be communicated in a way which ensures that all kindergartens in Norway understand their scope and importance.
